cermic paint?

hello!
i am in ohio , can anyone tell me what type of paint can be used to paint on
cups & bowls that are already finished? i am not referring to ceramic bisque
that needs to be fired. i paint signs for a living and i used my lettering
enamels, but for some reason it does not stay on if you wash with water. i
even sealed it with a clear coat. i will work in glass that i letter on so i
assumed i could use it on porcelin objects.
i know there must be some type of paint or sealer out there to use, can you
help or refer me to someone who may be able to. these items are not ment to
be food safe , they are just decorative. but if someone would rinse them in
hot water the paint ,even though it is emamels, seems to come off. please
help me!
