Hi Tristina,
I've only dealt with Baileys in Stoke on Trent who do all sorts
including lettering but a possibility in the States is Commercial Decal
Inc in Mt Vernon NY
I think a lot is done with screen printing ceramic inks onto a gelatin
film on paper and then drying. Later wetting of the paper allows the
gelatin and pattern to be slid off onto the ware.

I have made some of my own decals. I make the original on my computer
and print it onto overhead projector film and then create a silkscreen
artwork. American Art Clay Company (Amaco) sells a kit for creating
silkscreen decals.

I have learned that you need to be careful. Homemade decals can be a
little touchier than purchased ones. I get better each time I do a new one.
