glaze-mixing safety?

I just ordered some cone 6 metallic-finish glazes that come in powder form.
They are reputedly quite toxic--should not be inhaled or ingested. Are there
standard procedures for liquifying them safely and getting a smooth glaze? I
was planning to dump the powder into empty plastic glaze bottles, add some
water, screw on the lids, and shake shake shake... but getting the powders
from their plastic bags into the glaze bottles seems like it could be messy.
Any suggestions appreciated. -- Dan
