Dennis,
First, I've never made them but I had a few ideas regarding heating
elements that may help you. So for what it is worth: Check out American
Science and Surplus. Someone recently posted their web address. I've been
ordering from them for years and they often have heating elements and
thermostats of many types, usually cheap too. Also, I have seen in garden
catalogs both mats and tapes that heat to assist seed germination.
Obviously waterproof and I think they heat to about 70 F. Good luck
