Yes, most extruded pottery can be considered "handmade"
because the basic extruded form is manipulated, added to,
or finished after it leaves the extruder.
I guess the "handmade" designation could be somewhat
tenuous if all that is done to the extrusion is cutting it to
length. I have seen some "card holders" some potters
have made which might fit into this category, but 99%
of extruded pottery can comfortably be called handmade.

In a sense, using extruded clay like this is the same as
using slipcast clay as "handbuilding components" to make
a finished piece. And, as Vince and I have noted, such pottery
can properly be called handmade.

The extruded pottery I make is definitely "handmade",
and actually takes much more time to complete than it takes
to make a similarly-sized thrown piece.
Look at this picture to see how varied the resulting pieces
can be when extruded clay is used as the main component
in a series of pots:
