Not sure where in King County you live. Within any city limit?
I recently completed a studio with gas kiln and all utilities in Pierce
County, but as I'm in NE Tacoma, dealt with City of Tacoma staff.
In the beginning, I found on several occasions that I got different answers
to some critical questions from different folks in the planning/permitting
office. It pays hugely to be persistent! But I also found that an open and
honest approach seeking help is what saw the project to completion.
I think it will also make a big difference if you are altering adding or
constructing a new building. Different set of rules, at least where I
live. It's easier to add on that construct a new building - from a
permitting perspective.
I've heard horror stories about King County permitting, but that's from the
public works side of things - most agencies are more understanding of home
owners. You might also speak to some of the pottery and glass businesses
that are active in Seattle for some insight - there are many.
