I had a Tenmoku that did that for several days after it had been made up.
Used to try and remember to make it up in advance, and usually forgot. Used
an old ruler, dragged it accross the surface taking the foam to one side,
dipped pot, did it again etc. etc. if any pinholes appeared on drying, I used
to rub them over with my finger, that sorted that out. A fiddle but it
worked. After about a week it sorted itself out......

My memeory may not serve me right here, but it seems to me that when people
wanted to get rid of the bubbles when I was in school they stired with a
drill and then sieved. then glazed. The seiveing got rid of the bubbles.
Could be I am mixing memories somehow.
