These new regulations may affect some potters.

"The proposed regulations, drafted after years of debate, would require
thousands of chemical-using businesses to fill out extensive questionnaires
in coming months. Homeland Security would then require the highest-risk
companies to draw up detailed security plans.
Richard Roldan, head of the National Propane Gas Association, said more than
100,000 propane users would probably have to fill out the questionnaire
under the proposed rules, which apply to anyone with more than 7,500 pounds
of the substance -- about 1,750 gallons."

Yes, I saw that article too! It means around here that folks that raise
chickens are now high-risk targets for terrorists! Also my friend who
raises corn and dries in in his own kiln for market, and who has an 8000
gallon propane tank. I would have been considered high risk for terrorism
in my old studio, where I had a couple of 1000 gallon propane tanks.
Go figure!
I wonder if Michael Chertoff had a gut feeling about this one too???

We have been doing something like this at the state level in
Texas for several years. If you crossed the threshold amount
of any dangerous chemicals, you had to file a report with the state
(along with a $75 check) and send copies to your county emergency
agency and local fire department.
I had to file the report for Maydelle Water Supply because we
had a cylinder of chlorine gas on hand (chlorine is so dangerous
that any amount required reporting).

After 18 years, I retired from the Board of Directors a few years
ago. One of the main aggravations that nudged me into retirement
was the increasing communication and rules concerning
terrorism promulgated by the state.
I may be naive, but I just don't consider a small rural water
system a desirable target for terrorism. If something did happen
it would be 3 days before it even appeared in the newspaper.

For anyone concerned about the "terrorism" threat posed by propane bottles,
I would suggest a brief run through the Spectra Energy website. On the
site, they have
maps showing the gas distribution pipeline for the entire country and
parts of Canada.
They mention a "firm contract" to push 730,000 mmcuft (million cubic
feet) of gas per DAY
on one of the lines. (yes, you read that right). The lines spiderweb
across the country ,and in most cases
seem to be 30 inch diameter (that's HUGE) with compressor stations
interspersed along the way.

If terrrorists are going to go for anything, it won't be a sorry little
8000 gallon cylinder in the middle of nowhere.

Dear Wayne Seidl,

I recall reading a book called "Small is Beautiful" I am sure the =
people you speak of must have read the same words. They cause Chaos with =
ten kg bottle as many of your war veterans know all too well.
