Dear Elizabeth,

You asked for suggestions for web design software.

There is a distinction between web design software and web authoring
software.
Web design software offers templates and predesigned pages so that,
with little understanding, you may just plug in your pictures and
change the content of the text. There are variations on this theme,
where you can purchase software that offers some design features.

There is web authoring software too.
Dream weaver and Adobe's GoLive are the top two. These programs have a
bit of a learning curve to them, but will last offer you excellent
depth of design and functionality. The new Golive coming out soon, will
sell for $399.00. Ouch!
So you see why people offer simpler featured "Web Design Software".
Average price is $89.00.

I've been designing web sites for 10 years.
Here's what I suggest:

1. Most Web hosting services (The people who will store and provide
your web site to the world) provide FREE How to set up a web page using
easy templates. Check your control panels options or call your ISP or
Hosting people.

2. Google a search for "templates". There are dozens of very good
predesigned formats that you can buy and change to your own needs. They
offer a lot of functionality too, so it need not just be a static web
site.
These templates will also help you hone your realistic needs.

Finally, I have NEVER had anyone mess with any of my web pages
regarding vandalism. Everybody gets Spam.
However, if you require a secure capability, like getting a shopping
cart going, then you will be forced to go to a predesigned chunk of
extra software.
