Funny, I just spent time last week searching for a source after seeing how much the pottery sources were charging for this item. One ceramic source is charging 50% more than the price in their 2006 catalog. If you search for lapidary supplies and expanding drums you will find some sources. If you don't find much that way, substitute grinding wheel for expanding drums.
I have never dealt with any of these companies, nor do I have any affiliation, but some of the sources I found are:

This should be a good starting point.
I believe you will still need a motor and arbor. Some of the drums are listed as up to 1725rpm.

Another great source for this type of tools/equipment is Indian Jewelers
Supply out of Gallup, New Mexico. Giant selection and great prices.
