The last time I bought cobalt oxide I paid $29/lb from Westerwald
Pottery, but they don't sell it anymore. Does anyone know where to get
the best price on a few pounds?

Wherever you do get it, ALWAYS test before commiting it to a glaze. Ceramic Grade Oxides are notoriously variable in purity and therefore strength.

Try uspigment.com. they are located in Illinois and fill orders and ship
quickly. Prices are on the website. I paid $35 for 1# of Cobalt carbonate.

Given the high price of "cobalt blues" (sorry David :O) from Carbonate I wonder if buying Oxide is not a wiser choice? Doesn't it substitute at 2.5/1 with a cost of $35/$50?
There are some drawbacks such as a risk of speckling but I've been using it for a couple years without too many issues.

In our neck of the Oz woods, current prices are:
Cobalt oxide A$79.75/250 gm
Cobalt carbonate A$49.90/250 gm
Cobalt silicate A$22.90/250 gm
Guess which one we are buying lately?
The silicate replaces the carbonate form 1:1,
additions to glazes of 0.5% to 2% have shown
no difference in appearance.
I don't know where the silicate comes from.
