Tim,
With the power disconnected, use an ohm
meter to check the top element from where it
enters the kiln to where it leaves. If you don't
get a value (say 7.8 ohms or 15.6 ohms)
it is possible the element needs to be replaced.
Next, follow the element visually to see if you
find a break.
Contact Paragon to order an exact replacement
and follow their instructions for removal and
reinstallation. It's easier than you might think
and takes a fairly short time.
The bottom element is harder to reach so
I find it more time consuming to replace.
