kiln mystery

Our guild purchased a used(fired once!) Olympic SK 2827 HTE kiln.
This kiln is equipped with a Bartlett Computer controller and a Dawson Ki=
=3D
ln
Sitter(Don't know why).
Now for the "mystery":
I've fired it twice for Cone 6 glazing. I put a 7 cone in the kiln sitter=
=3D

both times. I used the pre-programmed Cone 6 program the first time, then=
=3D

used my ramp mode for the second time.
Both times the 7 cone in kiln sitter bent and shut off the kiln.
The top and bottom shelf barely reached cone 4. The middle went to cone 5=
=3D
.
I've used the burning paper test and all elements are working. I checked =
=3D
the
thermocouple and it appears to be fine.
I had an electrician check voltage and it is fine with minimum voltage dr=
=3D
op
under load.
Now the weird part: This is a 60 amp rated kiln and we have 60 amp breake=
=3D
rs.
One leg reads 71 to 76 amps and the other reads 60 to 62 amps under load.=
=3D

The breakers did not shut down. According to Olympic, the two legs should=
=3D
be
balanced.
Do we have a shorted element or something else?
I'm lost!!! Help!!
