I wonder how the silver layer is put in.

The bisque fired filter element is soaked in a solution of Silver nitrate
and then refired at a relatively low temperature.
Silver nitrate decomposes before the temperature reaches 500 deg C leaving
behind a micronised deposit of metallic Silver throughout the clay fabric.
Silver and its compounds have bactericidal properties.
