So I got these two new kilns with Bartlett controllers, relay clicks
on and off all the time so the kiln is going in spurts from 0 to full
48 amps, especially for the first few hundred degrees. First I
noticed the few incandescent bulbs we still have dim visibly and
brighten in time with the relay. That was okay--just have a couple of
them... But now I've noticed even the florescent units dim and
brighten in time with the relay... It's not like the service (200
amp) is being taxed to the utmost. With the old kilnsitter I could
sometimes tell the kiln was done when the lights flickered brighter...
Is this a common side effect of this style of kiln controller in home
settings that I have to live with, or do I have to contact an
electrician?

Sounds like the lights and the kiln are some how on the same circuit.
Don't know enough about circuits/wiring to know if any other wiring
situation
would cause this issue unless you are maxed out on the panel.
Might be a good idea to have an electrician check it out.
The kiln should be the only thing on the circuit.
