us potter exhibting and selling in another country

This question is for any US potter that has exhibited and sold pottery
through a gallery in another country.

What export quidelines does one need to be aware of when exhibiting
pottery and basically selling "wholesale" through a gallery in another
country?

My husband and I are potters in the US and have recently been invited to
exhibit in Norway. I have been getting the "run-around" from Federal
Agencies because we are dealing with such a limited "export" of
"product" (only 30-50 pieces) and we don't "fit" the standard export
profile.

Any information would be helpful.
