The zinc oxide must be vey damp.
Maybe you could try drying it out first; spread it out
on a board in the sun on a hot sunny day?
I haven't done this, but I have ball-milled lumpy
zinc oxide, and it worked fine....

Hi Bonnie,
THis sounds like the effect I got when ball-milling local volcanic ash. The
milling released vesicular water and made the stuff almost cementitious. I
solved my problem by firing to ^012 before milling to get residual water out.
Skinned some knuckles chiseling that mess out of the jars, but got fluffy
dry delight after baking both the media and the chunks. Be careful
chiseling, though - I poked a hole in one of the jars :-(
