For powders that won't wet, one method worth trying is alcohol. A bottle of
a good single malt while you sit and watch everything float.
.......seriously, if you pre-wet the material with denatured or isopropyl
alcohol, just to the point of being moist, it will mix with the water
without problems.
( Don't go overboard with the amount, remember alcohol vapor IS flammable.
