how to extrude a small tube

You can do this with U bolts.
Get two 1/4" by 3" U bolts, cut one leg off of one of them, and braze
them together to make an "M" shape.
The center leg will be your 1/4" hole. Center this over a 1/2" hole
cut in your die, and mark where the 2 outside legs end up. Drill
holes at the marks and mount the U bolts with a nut on each side
of the die.

I make my kiln furniture posts this way, but since I want a larger hole
I add a washer onto the center leg.
I've found that 1/4" U bolts are just a little flimsy. 5/16" is a lot
stronger,
and after shrinkage, you will probably end up with something close
to a 1/4" hole, so go with that if you can.
