Knox,

Try either two part epoxy resin available at your local paint store or
marine varnish. The varnish may be more economical as it may come in
pints which would be more than needed for the average size fountain
bowl. Both will produce a hard and reasonably durable finish and will
definitely adhere well to a porous surface such as terra cotta.
Polyurethane may work as well but I don't think the finish is quite as
hard. One possible benefit to poly though is you can get it in three
different sheens so if high gloss offends you then you could go with
satin.

My choice for durability would be the epoxy because it is very hard and
scratch resistant. However, the smartest choice is probably the marine
varnish and the fumes aren't as bad!
