A neighbor just returned from Mexico with a Talaveras platter with fair
sized chips on black oxide rim. Anyone know if these can be filled and
color matched?

At the risk of abandoning my cultural heritage forever, I suggest doing
something similar to the Japanese technique of filling damage to pots
with gold lacquer. The technique honors the pot by repairing the damage
without the counterfeit of an "undetectable" repair. Similarly, the
museum restoration of ancient pottery often clearly shows the repaired
or created areas. In the current case, a gray epoxy might fill the
chips without being too obvious but not counterfeit either.
