Don't listen to them; I live in Portland, and it rarely rains in July
(one of the few months it doesn't). For places to go and things to do,
I suggest the following:

Contemporary Craft Gallery (now the Portland Center for Contemporary
Crafts)

Oregon College of Arts and Crafts (gallery)

Real Mother Goose (retail store specializing in fine quality hand
crafted work-lots of potters' works on display and for sale)

If you're in town over the July 4th holiday, the Oregon Potter's
Association is holding an Empty Bowls sale of donated pots at the
Waterfront Blues Festival. You can hang out with a bunch of friendly
potters, listen to great music, and even volunteer to help if you want
(you can tell by that last pitch that I'm the Chairperson of the event
this year).
