The Alpine wheels I used at college in the 70's were fine wheels.
Similar to the Brent CXC.
We had 2 different models, one with a belt drive, and the heavy-duty
model with a gear drive. The latter was one powerful wheel, but
it tended to 'chatter' at certain speeds. No big problem, and worth the
slight annoyance in exchange for unstoppable power.
If you have an old one that doesn't work, and the electronics
are not available from Alpine anymore, which they probably aren't,
I would suggest that you:

Check to see if the motor works. You can do this by applying some
DC power to the motor, by-pasing the pedal and control box.
A 12 volt car battery should give you about 50 RPMs.
If you want to REALLY test it, take it off and have a motor shop
test it at different voltages.

If it does work, buy the pedal-electronics package from another
manufacturer and hook it up to your wheel. I know that Pacifica
sells these separately, so people can up-grade their wheels with
the new improved electronics. I don't know about other companies.
This should make for a good wheel - strong and heavy duty frame
and motor, and the newest electronics.
