I'm not sure if this is what you're looking for or not but, a number of
years ago, I was doing a lot of printmaking and was using Japanese rice
paper for my prints. At that time, I was able to order it from Graphic
Chemical & Ink outside of Chicago (Villa Park, I think.) Not sure if it is
still available or if they carry the type of paper you need-- they had a
huge variety but the ones I used would definitely not have been classified
as cheap. May be worth a shot, though.

Philip--I think what you are looking for is SUMI paper which comes in rolls
of various widths. It's generally very cheap and any good art store such
as Pearl or New York Central will carry it. The term "rice" paper is really
a misnomer for I'm not aware of any Japanese paper that is made from rice.
