I think it is important to distinguish between needles and syringes.

At a pharmacy or medical supply store I ask for 'Nursing Home Syringes'
with catheter tips. These are 60 cc graduated syringes with long plastic
tips which do not hold a needle. The long tips are better for reaching
down into little glaze sample cups. Price has varied from 1.75 to 3.00
each.

Actually, all the plastic 60 cc syringes I buy (even the kind which can
use needles) come packaged without needles. I have bought them quite a
few times over the past 4 or 5 years, and have only once been asked to
sign a book.

In Maryland in CVS I have found that several will just
sell.. But if you are close to a funny area then yes
you have to sign the book.. But if you just say that
you need insulin syringes, or you burdon the
pharmicist with ignorance (as if you had no clue about
the street use) explain in detail what you are doing,
and use words like the things that hold the medicine
when the doctor gives a shot (he/she dosn't care he
just wants to be in his little raised cubicle _alone_
)He/she will just sell them to you to get you out of
his/her face.. But that won't work in the stores close
to DC or by AU, or just inside of DC .. Go figure..
