Is there any reason a heat tape (designed to keep
pipes from freezing) wouldn't work wrapped around
a propane tank?
I use a small propane tank for raku and having to
wait for a chinook bringing above freezing
temperature to fire. It could be a long wait from
the current 25 below!
Susan - in Alberta, wishing I had some of those
fleece-lined jeans.

this time of year a soaker system like you
describe would
