I forgot to add, in my previous post , that California also purchases
hydroelectric power from the Colorado river system, and power from
other hydroelectric, coal ,gas and other generating plants from other
states in the intermountain west and southwest United States and Baja
Mexico as well. In the United States the power companies are not state
owned entities.
Also , another contributor to the current problem ( We have been having
power shortages the last two weeks almost on a daily basis), is that,
this is generally a SLOW or LOW USAGE time in California, compared to
the summer when the air conditioners are going.
So some of the existing California generating plants, including some
nuclear plants, are shut down for annual maintenance.
There was recently an action, I believe initiated by the governor, to
inspect those plants to see if they truly are legitimately shut down
for necessary maintenance and repairs or merely using it as an excuse
to drive up prices. Companies that generate power are often part of or
related to companies that sell power.
There are enormous issues of balancing public interest and private
profit, not to mention issues of growth, regulation, economy,
environment, etc.. Easy bet? there is no SIMPLE solution!
