Most grout these days has this stuff in it in the dry powder form, but it
used to be, when they first started making acrylic grout, you had to mix the
dry grout with a liquid acrylic. You may still be able to find some of that
stuff at tile suppliers.

You can buy it in large plastic jugs in the tile department of Home Depot
(which is a large chain of stores here in the US). No doubt other tile
stores carry it too.
The thin set tile adhesive ( a sort of portland cement and sand mixture)
is supposed to be mixed with it instead of water.
It appears to be about the same stuff as white glue (Elmer's Glue is one
brand) or concrete bonding adhesive except there is more water in it.
