It is true that there is lots of ambivalence concerning the true definition
of the word engobe, but many people in ceramics today agree that engobe
refers to a specialized slip for application to bone-dry or bisque-fired
wares. In contrast, the word "slip" can apply to a broad range of
suspensions including anything from a simple clay/water mixture to a
conventional glaze. In technical ceramics, a slip is simply a liquid
suspension of ceramic materials.

The multiple uses of the word 'slip' are often
a cause for some confusion. There's slip, as in
the runny form of your regular clay, used for
joining, decorating, or as a throwing lubricant.
There's casting slip, which is a very specialized
thing. Then there's the broad definition which
you mention, which though correct is almost too
general to be of use in discussion. So yes, I
agree that any engobe (or glaze) technically is
a slip, but I find it helpful to use the first
definition above (liquid clay) as a starting
point for most basic explanations of engobes
and glazes. (I hope I didn't confuse anyone.)
