I am not familiar with Shimpo wheels and do not know how they are =
constructed, but a cantilevered axis supported by two radial and one =
axial (or one radial and one axial) bearings can go off alignment in =
several ways. If you know a millwright or mechanic that has a =
displacement gauge he/she can verify if your head is "true" in the axial =
and radial directions in a few minutes. A good car shop, diesel =
mechanic or industry millwright/mechanic will have the right instrument.
I would not sand the head as your problem most likely lies somewhere =
else and you might just compound the problem.
