What you describe has been a common ploy used for many years in =
industrial and commercial situations to reveal alternative solutions to =
intractable problems, commonly known as "Brain Storming"
Sounds to me as thought some one has put a new spin on Edward De Bono's =
approach to the primeval task of problem solving. Julius Caesar was a =
master of the process.
