What type of weather are you talking about? Where are you located
geographically? I've heard stories about Randall Kickwheels in primitive
cabin type settings lasting forever... The Self-Reliant Potter by Andrew
Holden has instructions for making a couple of different types of
non-motorized wheels, any of which might be well suited to your needs and
the book is available from many public libraries and might be attainable
through inter-library loan.

I'd like to get a kickwheel (nonmotorized) but my problem is it will =
have to be placed outside my house on the patio, exposed to the weather. =

Andi, I live in the New Jersey in the USA. The weather here is temparate
with rains, snows and heat of summer.

Just one bit of advice;
I bought my first real wheel, a Brent wooden kickwheel, in highschool. I
thought I'd do the "Primitive Pottery" thing by putting it in the backyard
behind my parents house. All summer long I threw like a madman.
End of summer moved that sucker indoors.
Noticed I'd housed a small mice community underneath it.

A small concrete slab might be recommended.
