I have found that a Makita hand drill with a regular wood bit ( from a cheap drill index) is great for putting holes in leather hard clay. I have also done it much more carefully on bone dry using water to wet the spot I am drilling.
In soggy South Florida, where i have made a few thousand holes in my little fish whistles
