Try the "Safe Harbor" link on eBay - it'll link you to additional ways to
get contact information on your seller and they can even do a fair amount of
investigation for you. I suspect that Papal has some similar services but
haven't checked yet. If worst comes to worst, contact the Massachusetts
Chamber of Commerce and/or Better Business Bureau.

I visited the website of "eBay" - auction site, bit and paid $222 of the
merchandise called "pottery wheel" through "Paypal" on July 25, 2002 (the
amount was charged on my American Express card on July 26. But I still
didn't receive any thing from the seller!
I have sent many emails to the seller (pmdd@msn.com,), but didn't get any
reply. I can't find any phone numbers on the seller's website.

Although I am not current on their policies I think you may have some
protection. Do it soon as there may be a time factor.

Sorry to hear of your predicament. I can offer no help, but just wanted to
comment, that experiences like this are just one reason why Internet
marketing is proving to be difficult for makers and on-line galleries in
the UK.

I know of several makers who will only sell to customers within the UK and
a great many makers, clients and friends who would never dream of buying
"internationally". It is not only payment, but exchange rates, banking
charges, customs duties, insurance and postal costs which differ hugely
depending on which country is involved. At least if it is "local" at a
national level, there is some chance of keeping on top of the costs and
there is generally some recourse for either buyer or seller if something
goes wrong.

This is the equivalent of someone only buying/selling within their own
state or province in USA/Canada, so that not only is it easier to assess
what the true costs are, but any legal or financial follow-ups are
"easier". However, it still is not easy wherever you are located and if
there was a planned fraud it is more or less impossible to get any money
refunded from credit cards/banks once time has lapsed (usually 30 days).

One more reason for not paying until you receive the goods. But of course
that works the other way too... People not paying even though they received
the goods in perfect condition.

A lot depends on trust and most people are trustworthy, however, there
remain those baddies one should not and would not trust as far as one can
throw them... Hard to assess who they are in real life, never mind
cyber-space!

What I would not do, is send money to anyone who does not have a proven
track record. That therefore excludes e-bay and the likes as far as I am
concerned. Well, let's face it... Who is going to check that the people who
advertise really are who they say they are and actually do live or do
business from the address given? But then I am being yet another cautious
Brit!

in the weather coming... What a shame if this terrific Indian Summer is
coming to an end... Still warm enough to swim in the sea, sunny enough to
give sun-burn to those "provocatively pale" people like me, with birds
still nesting and the Spring bulbs already showing!
