...what you refer to here...is 'Roll Roofing'.
Tar Paper is 'paper' as has a light empregnation of a
'tar'...making it as well Waterproof and some medium brown
or black color. There are several grades and kinds of tar
paper as have different weights and or some rather mild
textures to them.
...it is 'thin'...like 'paper'...because it is paper.
Rool roofing is much, if not very much thicker, is black or
very dark brown on it's 'B' side and has crushed Rock or
other of some color on the side as is supposed to be exposed
to the elements.
It will usually crack if bent acutely, unless on a very hot
day.

Here's a couple of sites for roofing felt specs. There are various =
thickness' of felt for different types of roof. Cedar shakes take a =
very heavy felt and the underlayment for asphalt and fiberglass shingles =
a much lighter felt. The heavier type is very stiff, about like the =
cardboard of a shoe box.
