I have been using the Serif PagePlus and Drawplus programs for years and enjoy them. http://www.serif.com/pageplus/pageplus9/index.asp
The Pageplus also allows for easy .pdf conversion.
Give them a call first and ask if they have "special deals" on earlier versions that are lower in price. Sometimes the current version is also sold more cheaply than the online price.
