Look at the picture of the piece, turn it upside down ..
It is a double walled decanter, first they throw the vessel, next a long narrow funnel and join them at the base, which actually is the mouth.
They pour the liquid on the funnel at the base, once it is full, it stands on the base and because the opening of the funnel is very close to the rounded top the liquid stays there and it is served through the small spout on the side.

"Double walled" kinda threw me. They just have a funnel, opening at
the bottom with the small end ending inside. They are like MacKenzie
salt shakers. You can see a photo of the bottom of one a MacKenzie
salt shaker at my online show:
