respects 'fraud' on the 'e-bay'...
I can't say that I have tried to claim fraud on any of my transactions. So
let me be up front about that. But on paper ebay does offer some fraud
protections and assistance.

Also all payments made by credit card are protected by your credit card
company, and it looks like there is a system for PayPal protection but the
seller has to opt in. I suppose the worst case would be buying from a
private individual who doesn't have a history of selling (good feedback and
a name they want to protect), and paying by check. I would never do this
except for a nominal amount that I didn't mind losing.
