I saw a stencil cutting tool [electric] selling at a big craft store in
California for cutting stencils. Was about $15.99. Sounds like what your
friend made.

A mutual friend devised the following: He took a soldering iron from Home
Depot (25 watt, he said is best), found a threaded exacto blade in a craft
store , and combined the two to make a soldering iron with an exacto
blade!
