wheels: newton wheel lubrication question

I have just been given an old broken 1hp tabletop style Newton Potter's
wheel. It had a broken motor mount and switch, both of which I think I've
fixed now (we'll see if JD weld holds for the mount). Right now I'm
waiting for the JD weld to cure, and have been wondering if I should
lubricate the wheel's motor/gearing.

The motor turns smoothly when used with the footpedal, but the max speed
seems a tad-bit slow. Does anyone familiar with this type of wheel know if
thats normal or does the motor/gearing need lubricating somehow?

There is a red threaded plastic plug in the portion of the motor/gearing
that converts the motor's horizontal rotation to the vertical wheel shaft.
There is also a small spigot with a ball bearing plugging the hole, covered
by a plastic cap.

So, I'm guessing I should be uncapping the drain, filling at the plugged
hole, and filling it to full? I'd appreciate any advice, since I have no
idea personally.
