Sara, what if you took your idea of cementing a sliver to the brick to
make it larger, and cemented in a piece that made the hole smaller? Let me
suggest enlarging the hole 1 1/2" by cutting away some of the existing side
of hole brick(wall brick), and half way in (depth), cut a notch into the
kiln wall brick you just reduced in width. Now divide your new larger hole
space and fashion a partial brick with a carved lug to match the notch
cavity in the wall brick. go generous with the kiln cement, of course the
lug will assist it in staying in place. Now cut a brick down in size to be
the plug that fits your new smaller peep hole.

You can also score the surfaces to be cemented so that the cement forms mini
lugs between the faceing surfaces. more locking in grip.
