The vacuum adjustment is usually accomplished with a bleeder valve
anywhere between the vacuum cup and the pump. Here is an article on
building a vacuum chuck for a lathe which might give some ideas. This
fellow has a cheap source for a vacuum pump if you don't want to use or
don't have a deairing pug mill.
