Several ideas.
a) Dover Publications have a gargantuan collection of Clip art folios =
which you can buy a reasonable prices. My favourite is the one with =
animals.
b) Corel Draw 3 came with one of the finest collections of computer clip =
art and a book illustrating the collection, which runs into thousands of =
items.
c) Do a Google Search for "Clipart"
Beware. If you wish to reproduce existing clipart and utilise your =
Decals for profit you may need to seek permission to publish. This could =
be costly.
