need information on how to add percentage of darvan 7

In reading Cushings Handbook on slips, he suggests adding 0.25% of a
deflocculant (i.e., Calgon, sodium silicate, Darvan, etc.) to the
water before adding the dry materials. Is this 0.25% by weight or
volume? Since Darvan 7 is a solution, do I just weigh or measure the
solution as if it were the "pure" deflocculant without first
determining what the concentration of the solution is, or do I need
to know the concentration of the Darvan 7 solution? I measured the
specific gravity of the Darvan 7 solution ... 1.16g/cc. Now what?

I am sure that there is a simple answer. Thanks, in advance, for
your help!
