Try a grocer that carries German groceries (or try the web). Some German
vinegars comes at 25% or higher in order to dilute to a lower percentage.

Some Europeans here get acetic acid from the local chemist and use some of
this in their cooking.

Vinegar at 10% and 20% may be gotten at
organic gardening supply stores - it has several
gardening uses, including use as a weed spray.
