There used to be a plaster made for this purpose. It had an
especially high expansion and was used for the purpose you have
requested. I believe that it is no longer made by the original
company but maybe some where in the world there may be a similar
product.

There's an expanding material called Hydrospan.
It's not a plaster, but may be useful for what
you're trying to do. If not, it looks like it would
be fun to play with anyway! Here's a link:
