I'm not sure what kind of decal paper you used but it sounds like the
stuff that is sold as laser decal paper. It has a gum layer against
the paper and a thin plastic (or cover coat) film on top of the gum .
It is a water slide decal paper intended for application with the
gum side down. Some of the gum goes with the decal and glues it down
after drying. When you put it on upside down which is what you appear
to have done, there is no gum between the decal and the ceramic, so
there is nothing to hold it down. When the heat of firing hit it, the
plastic reticulated and shrank up leaving a mess.
Try it again but get some of that "O-Glue"which is a gum solution
intended for gluing paper and spread a thin coat of it on the ceramic
surface and put the decal onto it. Smooth it down with a squeegee or
rubber roller and dry it overnight before firing. That is my take on
your problem.

Hi, just did my first test with decals. mixed a black enamel powder 2:1
with the correct medium, applied to decal paper which had the cover coat
already applied, soaked the decal made off and placed the enamel side
against the stonewear pot(plastic cover coat facing out), I fired to 750c
and the decals came out rough like sandpaper, anyone have any ideas.
Thanks

Sam,
Try lightly misting the surface with water or a water/glycerine mixture.
This will allow the decal to adhere better to the rough surface.
Remember to lightly squeegee or tamp with a soft paper towel. This
presses the colorant firmly against the surface.
With rough surfaces the areas that are not firmly attached, burn out
leaving this texture. Even worse is when a section of the decal doesn't
fit properly. It will be lost.
Good luck.

That=92s pretty much it. The decal paper has no cover coat though, so I
applied one and screen printed to that. I think I was supposed to screen
print to the decal paper then apply the cover coat, trouble is when
applying the cover coat it can smudge the design. I made a blank screen
and used it to transfer the cover coat over the design, didn=92t work and
totally wrecked the screen.
I am going to test again to-day going to 800DegC to make sure I had enough
heat(using black), I have applied the design to three pots, both ways on
each, design to pot and cover coat to pot. My instinct tells me that the
cover coat between the pot and the design when burning would muck thing
up, that=92s why I placed it the way I did, pot-design-cover coat, am I
wrong?.
As long as I use a glue to stick the decal down does it matter which way
around the design faces, I live in Australia so will have to find a "O-
Glue" substitute.
Thanks, Sam
