Can anyone tell me why a glaze would be fine on the outside, smooth
and glossy, yet look "pebbly" on the inside, as if the glaze hadn't
finished melting? Does this happen to anyone else?

Yes, Lou, I have experienced this.
I had sprayed the glaze onto some dishes and the underside was smooth
and the inside, or top side, shinny but not definitely not smooth. Yes,
you might describe it as pebbly.
In subsequent glaze applications of these dishes I applied more glaze to
the inside surface. This has cured my problem.
