first:

the cheap aluminum banding wheels can be oiled,
screwed to a big board or a table top, and you can add
a wooden, thick batt, or stack 3 cheap ones and epoxy
them to the bander. i did this with all the cheapo ones at
school that showed up around the pottery. screwing them
down to a table keeps them from tipping and being cheapo.
stability makes them spin like mad. weight and stability can
be added. fill the cavity with wd40 and it almost becomes a
piston.

you can take any old kick wheel that is a throw away,
and put the shaft through your table. add a heavy counter
weight on the bottom, use bearings mounted on the table
or counter support (pillow bearings will work. cheap and available.
...add a big formica or aluminum throwing head.
add weight...and the damn thing will run true for an hour.

all the banding wheel is, is a wheel head that is run by hand...
bearings, weight, a nice heavy surface. be creative.
others will for sure add ideas.
