I might be able to help you out with a bit more info. It sounds like a similar I had recently.
What model of skutt is it? When you say it is always on do you mean that the kiln is firing? Are all of the elements glowing or only some of them? Does it hover at a particular temperature(is what temp) or is it all over the board? Has anything been replaced recently?
